Good afternoon Patriots. Happy Memorial Day and Welcome to the 203rd audio chat from the QNEWS Patriot Rumble Channel series. I am the QNEWS Patriot, joined today by the Independent Republic Movement R4 USA, Dean McGann and Debbie Foley of California. My name is SG&on Patriots it really is all too easy sometimes to fall into the idea trap that because we aren’t witnessing something, some victory or some geopolitical movement in the online space in real time, that somehow it’s not going forward or things just aren’t happening and this really isn’t true. Our conversation today really underscores that and should help dispel the notion with some gusto because just two months ago, on the 17th day of March 2026, California USA receded an original lawful Republic form, an effort undertaken and seen through with great resolve.

And as of the recording of this Show, Memorial Day 2026, the restored California Republic has officially given notice of its constitutionality and its reinhabitation to the U.S. army Adjutant General for the Territory as Well as the U.S. white House directly. Well, I have to say I’ve got a lot of questions for our conversation today. I guess one of the big questions that I have is behind this idea of receding the state Republic of California. This is going to be something that I think my audience out there is going to be familiar with. California was originally a republic and then became a state and then an incorporated state throughout the 19th and 20th centuries. Just like all of the various states and territories of the union. But Ms. Foley, you’re meeting my audience out there for the first time.

Mr. McGahn has been on, but it has been quite a while. Do you mind to give us some background how you came specifically to this particular undertaking and what have you all done there on the ground with this California Republic? Oh my goodness, I’d love to. Well, I actually found the Republic because I was listening to USG and that was back in July of 2024. And I got the call. I really just knew in my heart most of all that this was something I wanted. I felt called that, yes, I want my constitutional republic. Enough of this democracy malarkey.

And of course by then in 2024, we could see a lot of commotion going on in the geopolitical scene. So I volunteered and I submitted my resume and I got vetted. They asked us to read and be knowledgeable about the Republic before they would cede us. And so we did our homework and found that this in fact was the and is the original republic that our founding fathers gave us. So I was seated as the interim Secretary of State of the California Republic. And my job was to seat at the county level, reseat the original republic, and then help those people county by county, settle their counties for the republic one at a time until we would receipt the same number of counties that California entered the Union in with in 1850.

And that was 27 counties. So we did it and then we took the additional steps that we needed to take to finish out standing up the whole state. Absolutely incredible. So if I’m to understand incorrectly, you all ran with a form of assemblage essentially that brought the people together first in the county and then at the state level. And then various notices were exchanged and given and when enough people came together and correct me if I’m wrong, but I believe the terminology is electors. When enough people or electors came together to allow for that process to actually move forward, then.

Then it went from the broad counties coming together to establishing a state territory. Is that correct? Or a state like territory? Yes. Well, we ceded the states and the county simultaneously. Really? But yes, the authority came at the county level. And our the reason I say the state is because we needed the guard rails. And we have a Chief justice who did some mighty work for us by looking in original constitution and she found what those original seats were in the legislative session notes from 1850 to 1853 before we were overtaken by a corporate entity in 1879.

So that we would Know what seats to fill at the county level. And so that is exactly what we did then. We sat a commissioner, a clerk, a justice, a court clerk, a sheriff. And yes, we formed these people all formed an assembly. And you can call it actually different things and different states do. It’s up to the people. In California, we receded A juril society, which is a jural being lawful society, is an assembly of people. Right. Who come together. And it’s a trifecta of an ecclesia, a militia and a grand jury. And so that the power is right there at the county level with a republican form of governance based on the seats that we put in place.

And county by county, they took their property and their land back. Fantastic. Let me make sure you used interesting terminology there a second ago. Ecclesia, militia and grand jury. If I’m to understand that correctly, you’re referring to the different components of a baseline foundational republican style of society. You have the public, the congregation, you have the protective force, and then you have the civilian arm of the law that helps to keep the individual and the collective in balance with one another. Is that correct? Yes. In fact, the ecclesia is in our first amendment rights, freedom of speech, freedom of religion.

And we are committed to being a God given country and republic in the United States for America. And the militia course is our second amendment and our seventh amendment is the grand jury, the right to a jury of your peers. Fantastic. And then that model has been repeated, if I’m to understand correctly, 20, 20 some odd different times across the entirety of California. The network that you all have now established out there, if, correct me if I’m wrong, but we’re up to 26 or 27 counties now that bring the entire territory of what the state republic would, would normally be into the equation.

Is that also correct? Yes, we, we actually settled 27 counties. That’s the number that we had when we joined the union. We’re working on county number 28 right now, but we have partially 34 and almost 35 counties now of our 58. So we’re not stopping, right. We’re gonna, we’re gonna take back every county in, in our republic. What an amazing story. So let me pivot here then really quickly. Dean, welcome back to the show. It has been a while since we’ve had you on. My understanding is that during this process you all have, from, from where you stand and from where you sit, you all have essentially been an advisory and moral support compass with respect to this effort going on in California.

Do you Mind to paint us a picture, what was the roadmap? And just the general process that was used to start these maturations first at the very localized county level and then expanding into this community that now envelops almost 30 counties in California. Yeah, it’s great to be back with us. So, you know, we had established a long time ago a roadmap, as Debbie referred to it. Right, A du jour roadmap. How we do the repopulation of that which was already reinhabited. You know, as we’ve discussed before, reinhabited wind. Well, back in the time frame 2010-12, you know, they had a continental Congress or convention of states, depending on how you look at it, to re inhabit that which was shelved or republic back in the organic act of 1871.

And California with. With Debbie’s guidance and her team, you know, they’ve done an amazing amount of work. What I referred to when they held their election as the most free and fair and transparent election in our recent history. And you don’t have to look far for that to be the case with what went on 2020 and forward. Right. But what we did and what I need to give credence where it’s belongs is Debbie actually heard Tim go through this in a number of ways on January 27, 2025, where, you know, he explained in very good detail how to reseat and resettle and repopulate the du jour republic.

And what she did was she went through and actually got the transcript, which was only Tim’s discussion, where he repeated many times how to seat the republic. And they just followed that to the T. And you know, they obviously, you know, bounce that off of their own constitution with the help of their Chief justice, you know, made sure that they had the right guardrails up and they dotted the eyes and crossed the T’s affidavits. But the cool thing is the way they recorded this, it’s contemporaneous record with true social and what they call their forum, which is a telegram channel, of how they actually did this.

And it’s a county by county record that cannot be disputed. I mean, it’s just phenomenal. They got pictures of, you know, making the declaration of Covenant on the steps of the courthouses. They’ve got the documents that were signed, sealed and delivered. They’ve got everything. And it’s contemporaneous as. As it occurred in the record. So it’s just amazing amount of work. And we’re hoping to replicate this across the rest of the country. And right now we’ve got 11 states following this model in one way or another. And they all have their own constitution. Of course, they’ve all got their own way of doing things in terms of public notice, but they’re basically following the template and they’re more than halfway there.

And many, in fact, over half are either waiting to proclaim their, their constitution prior to 1860, 1871 time frame, or they’re waiting to have their lawful election, but they’re, they’re just on the verge of getting completely settled, just as California did. Amazing time. An amazing thing to be a part of. I guess what I’m struck by more than anything is how much of this effort has continued on despite the rest of the world sort of being very hung up on the various geopolitical and international actions that are happening and domestic too, but especially in the international space over the last 12 to 15 months because of the level of bucking the current that it has created with respect to all of the dimensionalities of our lives, cost of living, various ease of transport or not transport, travel or not travel, things of that nature, the energy markets, finance markets, et cetera.

And yet these efforts have been going on quietly, determinatively, very focally and with a true purpose and a deep resolve. I think that entire time, and it’s now resulted in what sounds like a template for lack of a better characterization. I mean, is that a fair characterization here? And I’ll leave that question for both of you. I would say that’s very fair. And I continue to talk about my, my racehorse blinders. As you know, as Dean knows many times, I’m constantly talking about my racehorse blinders. And one of the reasons I had the racehorse blinders on is because one, I’m a volunteer and I only had so much time just to give.

And so therefore all I could do was focus on the tasks that were assigned to me and that is seating the people and helping them settle the counties. I really didn’t want to focus on anything else. Being seated as Secretary of State, interim Secretary of State. I was in the executive branch. I was going to leave the Constitution and making sure that we’re within the guardrails of the 1849 Constitution. Of course, the national. I’ll leave that to the justice, the judicial branch, right, to help make sure. And so we had our checks and balances going along the entire time.

But coming from a background of business and it being self employed for 27 years, we know it’s not a secret that those who are successful have A laser focus on what they want to achieve. And that’s what it takes to get this job done. It is not just happened by a blink of an eye. This is a lot of work and it’s a mighty work handed to us by God, who said he was going to save America. Very well spoken. Yeah, please go ahead. Yeah. This is God’s plan to, you know, re establish the republic, not only here, but across the rest of the world.

And it’s a volunteer effort. This is a remnant, in my humble opinion, because where are we starting? We’re starting the townships, the communities, the people, the grassroots. And you know, it takes a lot of commitment and it takes a certain ethos and mindset to take this thing forward. And California is an amazing example of what Tim referred to as a family. I mean, when I went out and joined in the celebration, you know, the proclamation where California’s original republic was stood up in Monterey at the same place, the Colton House, and saw the way the people came together.

And keep in mind, in this age post pandemic, where people are always Hollywood squares on zoom calls and meeting and huddle and whatever else is out there, you know, these people hadn’t really spent a lot of time together, but boy, it was like a family that’s known each other for their whole lives. And they came together in unison. They voted to continue the process of their election and they just carried the state forward. And they are the shining light on the hill that we’ve all been waiting for to get this in warp speed motion. Very well said.

You talked about Zoom just a minute ago. So I want to drill down for the audience out there. When the state itself, this. This Republic. State. Republic was restood up in March of this year. That was a physical delegate gathering. Correct. Physical time in place. That is correct. I do want to talk about that though, because each of the counties had the option. We the people are the republic. So that means that at the county level they are in charge. And they decided, do they want to meet in person or do they want to meet via Zoom? And there are counties in our state that are very large.

Louisiana, for example, is one quarter of our population and they’re large. We have San Bernardino, very large. Anyway, a lot of these counties decided only to meet via zoom. And the only time they met in person was at the courthouse where they’re making their proclamation. So by this mighty tool that we have, we were able to stand up county by county. And the first time we came together was at our state capitol. I’m saying the first time we came together as a state, each of the counties would gather in person or zoom, their choice. But our first State gathering was December 9th of 2025 when we met at the Capitol and we did a Jericho march around the Capitol with the shofars after going into the courts of heaven in prayer, making sure that this is what God has as a plan for our Republic and asking his guidance and assistance.

And then the second time that we came together was in Monterrey to ratify our Constitution and allow the people to make the decision to proceed with the election that as this almost final step, the final step was that military report. But yep, we came together in person on the land where it originally started. Remarkable. I want to do a look back, look forward comparison if I could. Do you mind, Ms. Foley, to walk us through the early days of this effort in California where maybe you and a couple of others were reaching out to folks across different county lines.

And then take us from those conversations and how they happened and sort of evolved in the early days up Forward to that December 9th date and then that March date earlier this year. And can you please tell us sort of how that has changed and shifted through the process? I’d love to. You know, I’m going to go all the way back to 2010 when the Guardians of the Free Republic wrote that Restore America plan. And Tim Turner went around and actually stood all 50 states up, which Dean mentioned, was recognized all around the world. I think it was 132 nations recognized this standing up of the Republic as the original Republic of America.

Is that correct, Dean? That’s correct. Yeah. So it was February 19, 2011, that the Republic of California was originally stood up by this team of people with James Timothy Turner. And so we have a lot of those documents are starting to come back because as you know, they were seized, unlawfully seized and taken away from the Republic. And so there were people that came back in 2024 that had originally been seated in 2010. So talk about first in time, first in line. We had our interim governor at the time had joined the Republic back then. We had a justice who had joined the Republic all the way back then.

And there were other people that since have come back to the Republic after having been scatter by a lot of chaos back in that original early day. So when we came forward and I was seated to help place these people, I shared your video with two of my friends and I just very simply said to them, oh my goodness, with a lot of passion, because I was so excited that this was something I could do, this is something that I could do to claim our constitutional republic. I could volunteer. And the same is true today. So I shared that video and they immediately knew too.

And because of that, we, we say this is the God call. This is where it comes from inside that person that they know, you know what, I don’t want this chaos anymore. I want my constitutional republic. And with that we just kept going. We had volunteer after volunteer after volunteer and they were all through California. And we got on the telephone and just talked to these people and asked them two simple questions. Tell us a little bit about yourself and your background and tell us how you found the Republic, or what was it about the Republic that caused you to say, yes, I want to volunteer, I want to be part of this.

They would answer those two questions, we would have them do some research, reading about the republic, get them educated, updated, and they would be seated as interim placeholders in their county into those original seats of the Republic. Because that is what the James Timothy Turner plan was, that was accepted by the military. And what James Timothy Turner had, the download from God that was condensed by those guardians and given in a 22 point plan to the military. When the military said we’ll accept this plan, it was because we were receding the original republic. And so that’s what we did.

We receded the original seats that had been abandoned and county by county, and then we made the public proclamations at the courthouse, county by county. This is where each county would gather in person and take back their property and their land. And you know, because we put all of the conducting of the business in telegram and we put it in a group with subgroups per county, asked each county to post their videos that they would make of their proclamations. Three people making a proclamation each week for three weeks. So a total of nine separate videos from that county.

They would place that in the telegram forum so that then the next county we had LA and San Diego competing with each other. Funny that that they would. I’m going to be first. No, I’m going to be first, you know. And as a result of all this forward motion in the, in the business forum, what we had was a cheerleading opportunity that we began cheerleading for other counties. And because everybody could see it, we could all see the activity. And they’re chatting in there and they’re telling each other, way to go, you did it. They’re making their seals for their general societies.

I mean, it’s just a lot of love really. You know, these people, when they finally got to meet Each other. My goodness. They felt like they knew each other. I think that’s what Dean felt like when he came out for the very first time in Monterey after we’d been done. It took us 10 months and 17 days to seat and settle 27 counties and we finally got to meet each other. We had been together on Zooms and seen each other in our business forum. I mean, you know, you just kind of fall in love with people.

Very, very powerful. What an incredible story. So this leads me into my closing segment here and I’m going to shift the conversation back over to Mr. McGann just for a moment. Now, Mr. McGann, suppose for a moment that you’re a soothsayer rather than trying to predict hantavirus outbreaks on X. What would you prognosticate with respect to this broader effort to reseat these General Assemblies and then, you know, carry forth this lawful constitutional design right from the grassroots, from the most basic native county level, all the way up to the national level. What is your personal prediction, if I can ask that and I’ll disclaim that for the audience, acknowledging that it is speculatory.

Yeah. In my humble opinion, I can tell you that if California is any example. Right. The way they came, it felt like a high school reunion. You know, people hadn’t seen each other for years or something, but they all kind of knew each other. You know, it’s kind of interesting how that worked out. But you know, the, the love, the respect, the tolerance, the, the way you move forward because, you know, and we were talking about this word this morning, the gestalt, the sum of the parts, all the gifts that come together, we’re seeing that happen state after state after state.

We’ve got people coming back from the old guard, we call them from 2008-12 time frame who want to see this come to fruition. We’ve got people coming in from all manner of perspectives in regard to the republic. They were educated by the David Lester Straits of this world and the Tim McLean’s and the Bobby Lawrences and the Anna Von Wrights. So they’ve all got a good foundation, good information and they know the outcome. The overall goal is to re establish our constitutional republic. And the beauty of this is we’ve remained in lawful civil authority. That’s why I call it the original authentic republic downloaded from the creator and shared with the military via Tim Turner.

And you know, I cannot say how many, and I’ve heard the stories from back then, but since I’ve been involved just for the last three or four years when I was helping to settle the Republic of Tennessee using the model of the Republic of Texas, which by the way was the other Lone Star State. California and Texas were republics before they came into the union. Right. And when you look at it, these things are divine appointments and they just keep happening everywhere we turn. And with, with Tennessee, you know, we knew we were on the right track, but that was just one aspect.

And then carrying this over to the national perspective, getting to know James Timothy Turner, getting to know the plan that God, our Creator gave to him, and more importantly, knowing that the communities are the bridge, God’s kingdom, you know, that was the original plan and we’re right on target. The ecclesia. Ecclesia, you know that that is integral to us building this kingdom. And I see nothing but strength to strength. As I said earlier, we’ve got 11 states that are well on the track. We’re aiming to have the vast majority of 13 by July 4th be well and truly on their way, if not completely settled.

And it’s just going to go from there. It’s escalating and accelerating just like everything else on this planet right now. Incredible. Powerful, powerful words. And it’s a beautiful, beautiful landing spot for our country. And it’s where we’re all going to come together under one banner. And unification is key. Fantastic.
