Excuse me, ma’. Am. So I just want to pause right there because when she said that, I said, by you. She goes, I. I want to debunk the false narrative. I’ll just stop this real quick. She goes, I want to debunk the false narrative that’s been spread. And I said, by you. And she goes, excuse me, ma’. Am. So that’s, that’s what that was about. I want to express my gratitude to the planning department for your continued vigilance and determination for the inclusion of terminology and acknowledgment of climate change and our being at a tipping point for decisions that must be made that take into account our responsibility to future generations at a time when life all too often feels like a dystopian nightmare with the narratives, controversy, dissension and YouTube PhDs.
Oh, I wonder, I wonder who she’s talking about. YouTube PhDs. You know, I just want to pause for a second. I’m going to show you guys again all of the evidence that we have about weather modification that she’s not even mentioning. In fact, Auntie Kalei, a Hawaiian local, grew up on Molokai and gave the every single county council a binder, I think 100 page binder that showed improved weather manipulation and weather modification and she’s not even mentioning any of it. So I’m curious, who is she being paid? I don’t know, but she’s obviously either one, absolutely ignorant, two, does not know how to do her own research, or three, getting paid by somebody, I don’t know what the story is, or four, just absolutely doesn’t want to even remotely take a look at the possibility of what we’re saying.
So obviously she’s not for the people. I’ll be in full support of us passing the General Plan 2045 as it is out of committee and potentially looking at any future amendments as it continues to go through Council. I am in Complete opposition of the 2026 version. I’d also like to show and I did not intend for it all to get printed out. I really didn’t realize the scope of information that was shared with me. And these are the communications between the people who actually guided and created the 2026 version. And unfortunately, or ironically, they are people that work for.
And so the claims that have been made are ironic and untrue. And if anybody would like to see these. So she’s saying that the people that helped to create GP 2026 or developers Ashley actually looked at the testimony because she actually. I kept contacting her, I kept asking her, where’s the 2026? Where can we see it? Every single week I would send her an email and she actually listened to us. So when this county council member says oh, that the people who helped with GP 2026 are all developers, I very find that hard to believe because 2026 is so much better for private property owners.
So I mean, what is she saying? I’d like to debunk some of that. So it’s interesting. I’m scared for our future based on the narratives being spread and the untruth and by specifically somebody who was in direct defiance in my district during COVID and putting people’s life in danger. Why. Why would she even bring this up? It’s because she’s trying to debunk. She’s trying to say that because people protested against this certain thing. Now there’s. What they’re saying is irrelev and it has no basis and it. So, so this, these are. These are apples and oranges.
Why even bring that up? Oh, look over here. This is. They protested against this one thing over here. So that means that what they’re saying now isn’t true. Well, she had. This woman has done zero research on. In the first place to even say this. So I find that’s very interesting. So I’m calling that out and unfortunately it undermines any credibility for certain testimony Undermines any credibility. How if you protest against something, does it undermine your credibility to testify on things that go through the county council? That that right there is a complete either lie or shows her absolute ignorance.
So she talked about debunking things and she talked about climate change. So how about if you debunk this viegus the world climate declaration. So These are over 2000 credentialed, credentialed scientists that signed a world climate declaration that there is no climate emergency. Oh, she going to be debunk them? Did she even look at the founder of the Weather Channel. No, there is no global warming. Did she look at that? Did she look at the National Library of Medicine that states the earth is cooling? How about you look at that. The MIT professor that says to say that we should be worried about climate change is a bit misleading.
So there’s so many things that, you know, she says that that were have misinformation, but she’s not even looking at the resources that we’ve been giving her. She’s not looking at the 600 patents for weather modification, the first being in 1891. She’s not looking at the Weather Modification act passed through Congress in 1976. Is that all conspiracy? Is that all conspiracy theorists? You know, conspiracy things? Those are actors and act through Congress about weather modification. This woman either has done zero research on anything weather related or is being paid. I don’t know what her deal is, but for her to sit there and say that we are conspiracy theorists and have misinformation without her doing zero research.
And that because we protested against something over here that now we have no validity over another topic that’s completely separate, that is. I don’t know if it’s total absolute ignorance or I’m not sure what that is. I do want to say though that we do still have a chance here and that’s contacting the mayor and asking him to veto this. I’ve already done that. I’ve been in touch with him. Mr. Darrell, stakeholders. There’s been so much testimony, but I mean today, just just to name a couple that I heard which is interesting, we have climate change and that that has now evolved into weather weaponization paired with 6G land use of 6G natural versus open space versus agricultural.
And Mr. Houston has touched on a few of those. But stakeholders, as I read the definition, it seems like a very broad definition which I would assume would bring everyone into the perspective depending on what exactly is being discussed by the council at the time. Is that accurate? Yes. So not meant to provide people from the outside a leg up on residents who live here? No. Okay. He just said, he just said that the definition means everyone. And then he says, but not meant to have the outside influence have a leg up on the residents that live here.
It literally. The definition, literally. I’ll just read the definition to you guys one more time. It’s everybody in the entire world. And he just said that. In fact, I want to, I want to show that one more time too. Here’s the definition of stakeholder. Any individual or group organization that has an interest or concern in a particular project, decision or activity can affect by. Can be affected by its outcome. That’s anybody in the entire world. Stakeholders can include, can include a wide range of entities, employees, customers, suppliers, investors, government agencies, community members. That’s finally locals. We’re at the very bottom right before non governmental organizations.
This is anybody in the entire world. And then he says stakeholders. As I read the definition, it seems like a very broad definition, which I would assume would bring everyone into the perspective depending on what exactly is being discussed by the council at the time. Is that accurate? So not meant to provide people from the outside a leg up on residents who live here. So why did he say that? He just said it sounds like everyone. And then he said, but not meant for the outsiders to have a leg up on locals that live here. It means anybody in the entire world.
That’s what the stakeholder definition means. So yes, it could be outside influences do have a leg up on us. But then they say, oh no, it doesn’t. Even though the definition actually says that it means anybody in the entire world. I mean, when you read the definition, it was meant to be broad. It’s anybody involved in the process. That’s, that’s exactly how I read it. I can see the other perspective that it doesn’t say local people, but it doesn’t not say local people. And it just wraps everyone into the equation. Yeah, everybody in the entire world.
So anyway, let’s move on with this one. Many people that have interest in Hawaii that do not specifically live here. Go ahead, counselor. Oh, yeah. So here I get in trouble. Here I get in trouble again because I’m going, yeah, it’s anybody in the entire world. I’m in the, I’m in the, in the audience. And then they, they tell me to, to chill out. So anyway, so again, it was meant to be broad. It’s not a specific group of people. It was meant to include everybody involved in this process. General plan. Sometimes I think we overthink things.
General plan doesn’t mean specific guideline plan does it? Doesn’t mean required set of actions. Plan does. Can include actions, but it doesn’t necessarily speak to a specific action plan for the county employee. Correct. Just thinking about the, the wording that we chose. General plan. If I have a general idea, right, Then I have a general idea. Does that sound appropriate for the intent of the general plan? Yes, but we didn’t pick the name. Should we, should we change it maybe in the future to the. You would have to go to the legislature and change that it actually originated there.
They require the general plan to be created. Okay, so state dictates we have to have a general plan. HRS226 requires us to create a general plan. I love these numbers. They’re good. As well as our county charter. Okay, so county charter, State law requires hrs226. Correct. The county must create a general plan. Yes. I can have a general idea of what I’m going to eat for dinner tonight, Correct? Correct. Okay. Here’s the thing with that, is that it actually is a guideline for the future. So the land use, if it’s changed from residential to recreation or conservation in the general plan, then the land use, the, the zoning for the future has to be pertaining to that, to recreation and conservation instead of residential.
This is acting like it doesn’t matter. But it does matter. Otherwise why in the world would we be even caring about any of this? People mistakenly believe that the general plan is for the planning department. It is not. It is a county wide plan for every department within the county. So every department, that’s, that’s the point. That’s the point we’re concerned with. Within the county has input in this plan as far as their long range plans for whether it’s the Department of Public Works for their projects, whether it’s the Department of Parks and Rec for their projects.
All of the county agencies have input which is put into this plan. That’s why there has been incredible amounts of collaboration not only with the public, but also with county and state agencies to confirm the directions that we want to make sure we capture for this plan. So he just said that, you know, it’s a general plan, but it affects every single department in government in here, in Hawaii, in the Big Island. And so I’m, I’m for sending them amendments, but they, I’m also requesting that they do their own research. Because even Matt was saying now we’re talking about weather weaponization, like that’s there’s proof that that’s happening.
How are these people not seeing this or choosing not to do any kind of research? That is mind blowing to me. But, but we do have remedy. We can ask the mayor to veto this. We can also create amendments and ask them to amend certain parts of this general plan. But let me show you a little bit more. Half of these. So there are seven exhibits within this, and I apologize, I only really looked at District 9, part of District 1, and there are seven exhibits all in one communication as compiled by LRB. So half of these, I would equate to errors or omissions.
Half of these he would equate to errors in the map of General Plan 2045. And this is related to agriculture and residential by the process that came before us. There are a couple in here that probably wouldn’t be seen as such and could open up for greater conversation. So for example, Exhibit 1, this is A. I’ll kind of go through this really quickly if I share, if you don’t mind. But exhibit one kind of lays out a space that’s already low density urban and it kind of talks about your conversation previously Vice Chair Glimba. In terms of our riparian zones, our gulches, our streams, and maybe they should be designated as conservation or something as such.
So that sits within a residential community. It has its own tmk. And I understand the generalities of the general plan, right. In terms of what, what we’re trying to do, kind of like at a, at a much larger scale, but with the technology and I think past planning Director Yuen talked about it, it, you know, we don’t have to be so specific, but the maps that we have now and the technology that we have now allows us to be more granular and more focused in this community. So this was the approach that I was taking in this regard.
In that same subdivision in Exhibit 2, there is an area that the boundary line of that subdivision was being proposed to shift to natural. This is exactly what we’re talking about. And Eustace just hit the nail on the head because he’s like, this was residential. They had their own tmk. And now it’s being proposed natural land. Oh, this is gen. But this is general. This is all general. This is exactly the issue that we’re bringing up. So I love that this man voted against 2045 in the 2005 one in that same kind of discolored area was extensive AG.
So I don’t know why even in 2005 it wasn’t identified as low density urban because that is the use of that area. It is a residential community. There. Exhibit three, this is. I see as an omission. This is a, this is a community recreation. It’s a park space that actually exists right now and was not called out. In the map Exhibit 4, we have the Lalamila farm lots. This is an, this is an error. I see this is a space within the Lalamila farm lots that is aggressive and the surrounding area is extensive ag. So productive ag.
Extensive ag. But for one reason or another, a piece of it. And part of the map and some odd polygons are shifted to natural. So I don’t. I never really got an understanding of why that happened there. So I do see that as an error in the map. So he’s calling out errors from important agriculture. That’s already happening right now, shifting to natural. And there he’s calling it an error. And this is exactly what we’ve been testifying on. Exhibit 5. This actually sits in District 1 as well as the Haloa Stream and the, and the Hohola subdivision area.
So this area was identified as natural in the proposed, but the surrounding area is extensive ag. Another one important agriculture and it’s proposed as natural land. And this is. This guy gets it. He actually gets what we’re concerned about. And he’s showing the errors in the, in the map, trying to revert back to the 051. Exhibit 6. On the Mackay parcel of this property, this particular TMK is already being used for industrial use. And there is a, there’s a special use permit moving forward for this particular property. So just trying to align with the general use of that area.
Exhibit 7 is a community park. It is Waimea Nature Park, Ululao, and it is a recreational purpose there. So just trying to align with some of the intended use and those sort of things there. Broadly speaking, I do have an issue if there’s an error in the map that we don’t correct it and then we have to amend it later like it should have been. It should have been caught earlier in the process. You know, from. For me, I just have to once again go back to the expertise of those who are trained and professional. So again, here’s Villegas and she’s saying that she’s going to go.
She has to go back to the expertise of those who are trained. But she’s not looking at any of the evidence that we’re showing her from experts that are trained for any of this. So. And I am going to show you one testimony after she speaks. Planning. Unfortunately, I see kind of an epidemic of AI psychosis taking over and really affecting unfortunately a lot of people in our communities. And I see a direct correlation with the viewpoints, conspiracy theories, denials, and they are in direct correlation of much of the false narrative coming at a national level.
And it’s quite an epidemic actually. So I will come back to and find comfort and confidence in continuing to collaborate with the values and the belief systems of this place, from this place, by this place, with our host culture. And the terminology utilized in our current 2045 plan acknowledges that Wisdom incorporates that responsibility and it does create higher standards. And we should be doing that. Future generations deserve that from us. And disclaimers for not holding ourselves to higher standards will not be tolerated by the brilliant future generations coming up. So I’ll be in full support of passing Bill 2045 out of committee today with a positive recommendation.
So she said AI psychosis. First of all, there were five of us that took on reading, I think it was 45 pages each of the 300 page document. And so that’s not AI. So she actually, you know, claims that our disinformation is nationwide without even looking at anything. We’re trying to tell her the act of weather modification that’s passed through Congress, all of the things that we’ve been saying to her, she’s not, she’s completely dismissing it because of conspiracy theory. How easy is it? So I guess anybody that goes against the County Council narrative, this something that they’re trying to pass is just conspiracy theories and can just easily be dismissed.
This is like a violation of, of I think her oath of office to take a damn look at what people are saying. Instead of putting your bias that that person is as inadequate information, take a look at their sources. None of the sources that we have are conspiratorial in any fashion. But yet this woman is either absolutely, like I said, absolutely ignorant or just totally does not want to see what we’re doing. I don’t know if she’s paid, I don’t know what the dish deal is, but completely dismisses us because that word conspiracy or that phrase conspiracy theorist, so easy.
So let me show you guys this testimony from Ken who lives in Curtistown because she says that she’s going to go back to the experts. Hawaii County Council members. My name is Ken Honma. I’m a longtime inhabitant of Puna. I worked at a well established scientific institution for 40 years and have real life experience in technical planning, reporting and project management. Council member Ashley Kirkowitz has created General Plan 2026 in response to the critiques by the people about General Plan 2045. The majority of the testifiers were against 2045. We are a republic and the mandate and the will of the people are clear.
And General Plan 2026 must be moved forward by the County Council. Hawaii county inhabitants need a plan that is clear, practical and provide certainty, especially when it comes to how we can use our own property. The General Plan 2026 offers a more focused and understandable framework that supports consistent decision making and Transparency. General Plan 2026. Stripped out the illegal, insidious and treasonous WEF and United nations language that would have given control of Hawaii county land use to outside foreign institutions through promoting stakeholders and public private partnerships. These wealthy foreign ideologues would have controlled the priorities within Hawaii county through new zoning and codes, leaving little recourse for the generational inhabitants of Hawaii County.
The General Plan 2045 is significantly more complex with a large number of goals and broad policy language that may lead to less predictable outcomes in future land use and permitting decisions. How can the Hawaii County Council realistically accomplish what is included in 2045? The planning department cannot even meet its obligations today in producing its required annual reports. We the people of Hawaii county have done our part by pointing out the evils underlying GP 2045 that will lead to the economic enslavement and loss of land ownerships of present and future generations of Hawaii county inhabitants. We must now.
You must now do your part by voting for and passing General Plan 2026 helping to fulfill the present and future inhabitants of Hawaii county the promise of quote to secure the blessings of liberty to ourselves and our posterity. End quote. As ordained in the Constitution for the United States of America. Mahalo for acting on behalf of the inhabitants of Hawaii county and living up to your sworn pledges to defend protect both the Hawaii and the United States Constitutions. Thank you. So we worked for a scientific institution for 40 years and he had real life experience in technical planning and reporting and planning development.
So here’s a local and I guess he’s just being dismissed because he’s a conspiracy theorist because that’s so easy to do. Let’s just dismiss everybody that doesn’t agree with us and call him conspiracy theorists without actually looking at any of the what they’re saying. Here’s what Ashley has to say. Thank you. Really appreciate the opportunity to engage community at this level. It’s great to see so many folks coming out in support of 45 in support of 2026. I think this is what we all want is a community that is engaged with local government on a day to day basis.
If we are going to be moving forward with a vote on Bill 66 today, I cannot in good conscience support General Plan 2045. It asks too much of our county and over the months that we have been convening committee and I repeatedly asked the Planning Department how do we operationalize this plan? And the response is always well, the administration will do. Doesn’t give me a lot of hope that what is contained in the document will actually materialize. So much of it rests on the office of Sustainability, Climate Equity and Resilience Oscar to do. And I, as great as those individuals are, I just don’t believe that they have the capacity or resources to carry out all of this.
I had put forward a simplified version of the general plan because that’s exactly what it is supposed to be general. And it empowers communities through community development plans, revitalization plans to articulate what exactly they want for the communities that they live in. There’s just too much going on in the 2045 version that we set ourselves up honestly for failure. No department has been able to adequately articulate how they will take all of the policies and all of the actions and operationalize them. And that really does concern me. Yes, we can be visionary but we also have to make sure that what we are adopting as ordinance is implementable and enforceable or we continue to lose the trust of community and government being able to work for them.
I will not be supporting bill 66 draft two known as the General Plan 2045. Thank you chair Eyield. So I guess that you know that that might save us all anyway. They, they won’t have the resources to implement a lot of 2045 unless this Oscar office of the sustainability goals that they have for the plan maybe hires more people on our dime. I’m not sure. But you know, maybe that’ll just save us all. They don’t have the resources. I mean the planning department couldn’t even write do their yearly report for the 22,005 general plan that shows everything that the count the planning department has done based on the General Plan 2005 they are supposed to do a yearly report that shared that and they didn’t even have enough resources to do that.
So maybe this is all for not and they just won’t have enough resources to put any of this in place and maybe that’ll save us. But Ashley did a great job on revising bringing that 202045 plan 300 page document down into a more succinct plan 202670 page plan. Much better. And it was supported by four people. So let’s, let’s go through that. Thank you Vice Chair Gimbo on the motion to forward Bill 66 draft to the council with a fable recommendation. Council member Hustus? No. Councilmember Inaba? No. Council member Kagiwata? Aye. Council member Connolly. Kleinfelder? Aye.
Councilor Onishi. Excuse me. Councilor Campbell? Aye. Councilor Onishi? No. Councilor Villegas? Aye. Councilor Kirkowitz. No. Vice Chair Galimba. Aye. Vice Chair Glimbia. Five votes in favor of four opposed. Council members Houston, Onishi and Kirkwood. The motion carries. Bill 66, Draft 2 will be forwarded Counselor first hearing with a favorable recommendation. So it passed, but we do have the mayor to be able to veto it. You guys, you know, I have to say my heart, you know, people go, oh, this isn’t a big deal. They’re not. It’s just a general plan. It doesn’t mean anything. You guys.
It does, it matters. And then I had somebody local say, oh, I wasn’t going to get involved, you know, but she did. She has testified, you know, it. And then Kirkowitz, Ashley said that she’s, you know, happy to see people, you know, coming to the meetings. And that is our Kuleana. So even though I feel like this is a loss, it’s not over and I’m still going to be plugging away with what I feel is right. And viegas, my God, to completely dismiss 70 to 80% of those who’ve testified. I mean it’s. And prior to these last two meetings, it was about 98 to 100% of testimony of testimonies against GP 2045.
And instead of actually looking at what we’re saying in the documentation she’s been given, she dismisses us with an easy phrase to say. Conspiracy theorist. How easy it is it to say that and absolutely disregard what anybody says instead of looking at the evidence that the people are sharing for with her, which thank God, thank God this is her last term. Thank you God. Because this woman should not be involved in politics at all if she’s not going to even listen and look, just look at what people are trying to say, but she just ignores them with the simple phrase conspiracy theorists.
How easy it is. West Hawaii today. Love that word as well. But here’s the thing. More and more and more of us are seeing what’s going on. So I just want to say keep the faith. We’re also standing for the impeachment inquiry of the Hawaii governor and we need numbers for that. You guys don’t give up. It’s so easy. You know, I was going, my heart was, was down yesterday. We had four people support 2026 or actually, I’m sorry, oppose GP 2045. That’s really good. So we just needed one more vote. And if the Hawaii, if the mayor. If the mayor vetoes it and they still only have five votes, they can’t overturn it because if the mayor vetoes it, they need six votes. Six. So please join standtogether hawaii.com don’t give up. Don’t lose hope. This is why we came here. And that’s the other thing I wanted to share. I was like, okay, Michelle, you’re playing a game. It’s called being in a human body. Your heart guides you to what it is.
Yours is yours to do. And you keep going and following your guided intuition and trusting the game. This is a game. This is like, okay, we just shoot some ladders. We just dropped down a chute, so we’re down a little bit. But that’s okay. There’s ladders coming. So trust your game. Trust in our job, trust in our position here. There’s a reason why you’re on the islands. It’s not a mistake. And there’s a reason why you’re watching this video if you’re still watching it. Much mahalo. Trust in the divine creator. Keep going. Find your balance. Find your own peace.

Moving this, moving the tides, moving the sun, beating our hearts. Breathing our bodies. It’s a real thing in this game called a human life. Let’s do a quick prayer. Infinite Creator, Great Spirit, this is such a game we came to play. And even though it’s has its ups and downs and I feel the anger and frustration, I trust you. I trust being guided.
