Amazing. So this testimony I’m going to share right now is just absolutely incredible and please keep the faith you guys because this is our kuleana. This is why we came here. So I just wanted to share that and then also share the amazingness of the locals here on the Big Island and what went down. This is April Lee and she just absolutely amazing. This is the behind her. She is the math on the general plan 2045 and you’ll see most of it is conservation, which is teal. The green is natural land. They want to remove farming farmland.
Here’s what she has to say. I would like to go to is the situation with the general plan. I think I’ve spent 21 and a half hours maybe about as much as Donna and Jewel who are also on this meeting. Thank you ladies for being diligent because this is so important to us and one of the reasons that I really am concerned is that the first plan came out was like so many pages and so much fluff and so much. I got very suspicious reading it all. I took hours. We went online and we took an online item.
We made you know changes and stuff that spent. I spent hours on that and that was like what moot. It didn’t count after a while and so I don’t know if nothing was really changed or implemented in that large plan and like I said many people got more and more concerned that the smart city idea and everybody being wireless and taking people out of the rural and pushing them into small areas and that’s really really concerning me is I have a map in the background here and you can see on the bottom fern forest Hawaiian acres tiki gardens maka homelands our Hawaiian homelands puna coast these items are all agricultural and that plan purports to turn these into natural and there’s also many actions that are determined without you know us thinking about it they’re automatically going to be set up to happen and you folks are going to say well this is the way it is and even if we don’t like it it’s in the plan so that plan the plan 2045 is absolutely not what anyone would want because what we want is flexibility to get public input to make we want a guide we want a policy guide and I really think that actually spent a lot of time I don’t think anybody realizes what it took to list many many pages down to the 60 to 70 pages that it became I have it right here I could look at the total number but I have looked at this and it really does the kind of thing that you would want if you are running a business that you wanted to grow and be most the greatest good for the greatest number right and one of the things if you see page 62 you’ll see that conservation lands are intended to remain largely undeveloped conservation and resource lands should be predominantly agricultural open space resource based and this is so important because you can’t just take someone’s land and say even though well we didn’t change your zoning you change the use and those are people that are complaining right now about the violations of our essential first amendment right to the constitution to do with our private property and be by that property with a certain zoning we expect that we will have those rights Michelle Melendez bill 66 opposing testifiers have been unfairly discredited because of protesting covid six years ago we were labeled conspiracy theorist and it was implied that we have mental illness because of assumptions surrounding AI use testimony should be evaluated on its own merits not dismissed because of judgments labels and who presents it I now realize why our concerns have been brushed aside when residents cite public documents of official sources those concerns deserved thoughtful review for example the weather modification act passed through congress in 1976 that is not a conspiracy it is part of public record we have raised concerns regarding the UN sustainability framework which makes up a fourth of the general plan 2045 we’ve told you that the United States and at least four other states have removed themselves from the UN sustainability goals and a quote from the US counselor for economic and social affairs they said that the UN goals constitutes soft global governance that undermines US sovereignty whether people agree or disagree those concerns should not simply be mocked or ignored council member Matt asked planning director Darrow about the word stakeholders and the director said and quote from the transcript there are many people in the world that doesn’t include all of them it includes everyone all of them it could involve people in the world Matt then said but that doesn’t mean outsiders are going to have a leg up on locals when that is exactly what it does mean and it could mean then there’s this partner with government private and non-profit agencies communities and other stakeholders that is written almost 20 times in the general plan on 16 pages that statement has never been on any of the past general plans and it’s not included in GP 2026 does the big island really need that much help from outsiders we are also being told that this is simply a general plan yet proposed amendments tell another story Kimball opposed amendments changes language from policy guide to the primary governing framework that is establishes binding direction that is not a small wording change 30 GP 2045 moves from broad governance towards strong planning control and more centralized decision making your public servants your responsibility is to review all testimony fairly and respectfully regardless of if you agree with it or not people have a right to question when they see more restrictions more planning authority and more regulations being proposed that does not make them extremists that makes them engaged citizens please do not pass GP 2045 listen to the local people you were elected to serve we are not asking to be dismissed we are asking to be heard and Rebecca you owe the public an apology i respectfully ask the council to vote no postpone or remand bill 66 for further public review constitutional analysis and explicit protections for private property agricultural land rural communities water independence food production and the rights of the people my objection is not to responsible planning my objection is to adopting a broad land use framework that may later be used to justify restrictions on private land rural living agriculture operations mobility housing choices water catchment systems infrastructure access and permit approvals without clear constitutional safeguards the county’s general plan 45 to 240 to 2045 includes objectives to reduce vehicle miles traveled increased mass transit ridership expands sewer service to urban growth etc some of these goals may sound beneficial on paper but without firm constitutional guardrails they can become tools for coercive land use control oi is already seen the danger of broad emergency and planning authority being used faster than the people can meaning feel meaningfully respond hi my name is erin katasca i’m from salkona i’m here to testify to vote no for the bill 2045 i encourage the council to vote no for this don’t listen to the shareholders or donors listen to the will of the people um i came here in 2010 gave up everything to come here it’s been a struggle but finally i am in a good place um i left wisconsin because i saw the geo engineering firsthand uh the stratospheric aerosol injection that the government has admitted like 12 years ago i don’t want to see that come here although i see the united nations agenda their own slogan you own nothing in um i don’t want to see that and one thing i’ve learned from the covid lockdowns is uh maybe you should listen to your conspiracy theorists because we were right uh my name is sarah steiner and i’m a resident of pahoa since 1985 in january so i oppose bill 66 i oppose the 2045 general plan and the 2026 version what happened to the general plan 2040 that’s the plan that began in 2015 and it was getting through the process until covid in 2020 where our and now you’re going to call me a conspiracy theorist where the great reset was happening and we all had to stay home and wear our masks and not do anything somehow zendo kern’s planning department pulls out the general plan 2045 which does not even reference the 2040 plan whatsoever okay how did that switch happened in those two years who paid for that who benefits um we’ll discuss that um why is there no helo community development plan you guys got a third of the residents but yet you don’t get to determine what’s going to happen in your community you should insist that they form it now because while this general plan needs to go back to the planning department the helo community development plan can come up with the plan and submit it uh you’re saying you your council you represent the residents around the island and you’re supposed to be doing the greatest good for the most amount of people this plan uh uses lava map overlays of all over the whole island to dictate how the county is going to steal our land tens of thousands if not hundreds of thousands of acres all over the island are being taken out of agriculture without due process and you’re being placed into a natural designation and where we’re limited with what we can do and you know you’re telling us what can we grow and everything um so that’s not sustainable who decides that helo kona and south kohala are the areas for the new housing clusters who decides that only those roads are going to be maintained and expanded this is all from the 2045 plan who decides that the mauna loa side of highway 11 from ka out to volcano stays agriculture um but yet you take prime ag land at shipment and turn it into urban clustering everybody on the kilauea side of highway 11 50,000 substandard lots all along there turns into nature you taking their agriculture designation away now they can’t do things with their land this is you know this is illegal you you’ve provided no public uh due process notification on the change map i don’t see daniel k annoy highway anywhere on that map and um you’re using the lava flow map that shows there’s lava on my land where there is none so how many other tens of thousands of tmks are you going to change your zoning for whether it’s not even you’re using a map that doesn’t even fit correctly the plan claims to be dictated by climate change and protection from natural hazards so then how come downtown helo is slated for a total urban expansion right downtown helo in a tsunami zone that’s it’s bs okay there’s no environmental justice you’re sending all your poop down to kayakaha and your plan is to still do that i don’t see any other heavy industrial or any industrial at all except for kayakaha and so that’s got to stop that is not environmental justice all of the cone of coffee belt above the highway is going to go from ag to natural really that’s really going to support us that really is you’re really interested in sustainability for the island by taking all the ag land from us why is the pua co desert slated for a huge urban expansion there’s not even any water there right now don’t look at your change map that’s absurd who owns all the land that is slated for all urban expansions it looks like you know it’s a favoritism and that all needs to be disclosed bill 66 do not pass it the general plan needs to go back to the planning department the public meetings need to start again after everybody’s been notified in their yearly tax assessments that their land is up for zoning change you know what’s that going to change taxes are you going to reduce everybody’s taxes that is now in a natural zone that we can’t use our land i mean you don’t get to steal the land if you don’t get to steal the water a law council my name is robert patrici i’m here in opposition to bill 66 2045 and 2026 for different reasons first i’d like to point out that passing either plan with the reasoning that we can and will simply come back and amend the bills later smacks of gut and replace and if the county cannot or will not present a finished plan or plan the community actually supports is a huge red flag or should be clearly the plan needs more work that includes more public input not less since the last meeting i have been i’ve made a point of talking with the community who all are either against this or unaware they do not understand it so saying that there’s been enough public input and stuff is that’s not true on the ground out here that is a huge problem for me all the talk about data center needs to be clarified i’m a small off grid organic farmer using sustainable practices today these are things the county claims we need uh to support and and these bills or these uh plans are supposed to create well i’ve been doing that for 45 years and i can’t even get water the county refusing to give me water and now you’re talking about data centers that are going to use a million gallons of water when you won’t you won’t help the farmers that are doing the things you say you want and i have i’ve been i’ve got trees here have been there 25 years when that drought happened last year i lost 10 of my trees because i didn’t have enough water so you know i’m sustainable i’m off grid i’m doing all the things that climate change is supposed to want to do and the county won’t give me water and and i don’t understand why it’s just like what happened in poheke when you guys spent nine million dollars to go down there and supposedly rebuild the boat ramp the thing was open for three days everybody knew that was going to happen that nine million dollars was completely wasted and just went to special interests you know and the same thing’s happening with this water right now you want this water for something else that’s why you won’t give it to us you know so if we people come in and they’re saying we’re going to support uh bill 66 2045 because we’re going to come back and amend it that’s crazy and you don’t know how they’re going to amend it you could amend it in a way that’s detrimental even not if you can’t write a bill that people are going to support and you you stand up there and you say we’re going to come back and fix it later i mean that that is uh that’s crazy so as you saw lots of amazing testimony like i’m so proud of locals right now this is what we got to do we got to keep going so yes they voted six to support gp 2045 and three not and you guys we just action even if it’s just sending an email in uh this is important for us to do to get on the public record that the people do not support this and why and um i’m going to have more actions for us throughout the year also the thing i also want to say too is that heather kimball is running again for district one and we have a new person ren we don’t want kimball back you guys and here’s why because she’s the one that is now forcing farmers to have to create a business plan in order to get the tax exemption on their own private property so she’s making it harder for farmers she’s having farmers have to tell the county what is on their private property and that’s not pono that is not pono that is not lawful it may be legal according to the the corporation uh but it’s not lawful at all and it’s definitely against the constitution now she’s wanting for through through this general plan she wants to make it um uh more govern government framework uh and uh direct um they want she wants the general plan to be an exact um influence on everything so it’s not just a policy guy is actually the direct government framework for the island so we do not want this woman as a district one county council member i mean that is awful what she’s doing so many times has proven she’s not for the people then she was going to try to put forth the the bill that would make people who rent out a room just a room in their ohon their their home or their ohana unit and she was going to she was trying to pass a bill that was going to make locals have to register their home tell the county what they have in their on their property and then be fined up to ten thousand dollars if they didn’t comply with all of the bs in the bill that heather kimbell was trying to put forth so if you live in district one hama kua coast do you want somebody like that as your county council member who wants you to pay more taxes to register your private property information with the county and uh i wouldn’t i don’t i don’t i don’t want her in there and if that’s you uh then there’s another guy his name is ren i’m gonna be meeting him tomorrow and i’ll be sharing more information about that so anyway this is what we’re up against here in hawaii uh i i was in the earthquake uh that happened on friday night uh 6.0 on the in captain cook area uh all my dishes except for one broke everything was destroyed pretty much but uh the but the foundation of my little house is fine um and water still is good and i’m electricity because i’m completely off grid so that’s what i really encourage people to do is get off grid store food and let’s stay in community let’s stay together that’s another thing that i’m going to be doing with stand together hawaii is to create more communities uh there’s a an amazing all things this is such a game i think this is just a game for our soul and each one of us are doing what we came here to do we are staying in trust we’re staying in faith we are staying in courage that we are doing what is right not what is easy and we do what we follow our heart to do what we know is ours to do and we leave the rest and whatever is going to happen with this plan we do not comply with evil we do not comply with evil that is our kuleana and that is our birthright under you great spirit because you gave us unalienable rights not the government govern meant govern your mind govern mentalism we govern our own minds we know what is ours to do we get in community we grow our own food we be an aloha as often as we possibly can and we forgive ourselves and we forgive others so right now great spirit we do forgive those county council members who have voted yes in support of this bill 66 that does not support the island we trust that the light of aloha is shining so brightly on them right now that their hearts be turned to do what is right for the aina for the ohana and for our keiki great spirit we get to watch the movie unfold as this world becomes a better
